Part of the Land Activation Program (SEQ Tranche 1) Provisional Priority Development Area (PPDA), the site will deliver thousands of new homes, public spaces and lifestyle amenities.

The final outcome will be guided by a Provisional Land Use Plan over a three-year period.


What is the draft Provisional Land Use Plan (PLUP?)

The draft PLUP sets out the proposed planning framework for the PPDA, including:

  • the overall vision
  • development criteria that apply across the PPDA
  • precinct‑specific planning outcomes
  • assessment and infrastructure requirements.

Precinct planning considerations include:

Riverfront setting

  • The Brisbane River is a defining feature and primary public space.
  • Development must prioritise continuous public access along the river.

Higher density mixed‑use outcomes

  • Intended to accommodate high‑density residential development with supporting uses.
  • Density reflects proximity to the CBD, transport, employment and cultural assets.

Built form performance

  • Slender tower forms and appropriate separation are required to:
    • protect daylight and air movement
    • manage overshadowing
    • maintain river views and residential amenity.

Public realm and placemaking

  • Strong emphasis on high‑quality public spaces, pedestrian priority and activation.
  • Development should strengthen connections between Montague Road and the river.

Flood resilience

  • Riverfront location requires careful consideration of flooding and resilient design.

Heritage interfaces

  • Development near local heritage places must respect scale, setting and opportunities for adaptive reuse.

What Happens Next?
