The North Harbour Priority Development Area (PDA) was declared on 30 July 2025.Spanning 421 hectares, the PDA will deliver additional homes, infrastructure and jobs in the City of Moreton Bay.

North Harbour PDA Interim Land Use Plan (ILUP)

The North Harbour PDA ILUP came into effect when the PDA was declared. It is a temporary planning instrument, anticipated to be in effect for 18 months. It regulates development until the development scheme is finalised.

The ILUP (Attachment 2) includes two precincts:

  • Precinct 1: Residential – a residential area providing for the immediate early delivery of approximately 200 homes while the development scheme is being prepared,
  • Precinct 2: Investigation Area – the balance area, where urban development is restricted until the development scheme is finalised, but which provides for existing lawful uses, temporary and interim uses and land reconfigurations that do not result in further fragmentation.

The ILUP is in effect while detailed planning and community engagement is undertaken as part of the development scheme preparation process.

  • Meeting Moreton Bay’s Housing Needs

    The Moreton Bay Local Government Area is growing rapidly, with the population forecast to reach 792,700 by 2046. The North Harbour PDA will support this growth by delivering around 3,700 new homes.

  • Supporting Economic Growth and Job Creation

    The North Harbour PDA will create new employment opportunities with a focus on tourism and a marine industry precinct within the proposed marina.

    By creating a diverse range of jobs, the PDA will strengthen the local economy and provide more opportunities for residents to work close to home.

  • Environmental Considerations

    The PDA will integrate development with environmental protection, ensuring responsible growth while mitigating environmental impacts.

EDQ is committed to engaging with the community and stakeholders throughout the planning process. There will be many opportunities for the community to have their say and influence how this important area will develop. Public notification of the proposed PDA development scheme is expected in mid to late 2026.
