The Queensland Government has declared the Port Hinchinbrook Provisional Priority Development Area (PPDA) – the first in Queensland’s history – to restore the area into a thriving tourism, commercial and residential precinct.

Located near Cardwell in North Queensland, the area is surrounded by Hinchinbrook Island National Park and the Great Barrier Reef Marine Park, boasting ecological treasures and a lifestyle unique to the region.

The PPDA will restore this 140-hectare site by addressing long-standing challenges and unlocking the precinct’s full potential. By resolving complex planning issues, the PPDA will deliver lasting benefits for Port Hinchinbrook, Cardwell and the wider Cassowary Coast region.

What Will the PPDA Deliver?

The Port Hinchinbrook PPDA will:

  • Restore navigability

    Reinstate waterways, including the waterways, Stony Creek canal and access channels, will ensure safe access for marine rescue operations, recreational users and tourism operators.

  • Protect the environment

    Environmental issues such as siltation and sediment management will be addressed to safeguard sensitive ecosystems like the Great Barrier Reef.

  • Enable private investment

    Barriers will be removed, paving the way for private investment.

  • Boost the local economy

    The initiative will ensure the area’s long-term prosperity and its economic potential within the broader Cardwell and Cassowary Coast community.

  • Long-term access and maintenance

    A long-term regime will be implemented to protect the precinct’s infrastructure and natural assets, ensuring its viability for future generations.

Why is the PPDA Needed?

Port Hinchinbrook has faced years of uncertainty after the devastation of Cyclone Yasi in 2011. The PPDA provides a unique opportunity to restore the area into a thriving tourism, commercial and residential precinct.

  • Significant investment is needed to repair and maintain critical infrastructure like the waterways.

Key Opportunities:

  • Restoring Port Hinchinbrook as a vibrant hub for tourism, recreation and economic activity.
  • Reinstating all-tide access for boats to the destination’s marina basin and public waterways, as well as undertaking works to safely manage dredging spoil to protect the Hinchinbrook Channel.
  • Enhancing the precinct’s appeal as a premier tourism destination for the region.

Provisional Land Use Plan (PLUP)

The Port Hinchinbrook Provisional Land Use Plan (PLUP) is the regulatory planning framework that informs the planning, delivery and co-ordination of development and infrastructure within the PPDA. The PLUP ensures that the precinct’s restoration aligns with the overarching vision of developing a thriving tourism, commercial and residential precinct.

The PLUP ensures that Port Hinchinbrook’s long-standing challenges are addressed at an accelerated pace. The Port Hinchinbrook PPDA PLUP formally came into effect on 19 February 2026 and can be viewed here.


Community Engagement

The proposed Port Hinchinbrook PPDA PLUP was publicly notified for 21 business days between 11 November 2025 and 9 December 2025.

During the public notification period, EDQ conducted several community engagement initiatives to inform stakeholders and gather feedback on the Draft PLUP. Initiatives included letterbox drops to residents and businesses within the PPDA, in-person drop-in sessions in Cardwell and online engagement across both social media platforms and the ‘Have Your Say’ webpage.

Community engagement formed a vital part in finalising the PLUP, resulting in a total of 34 submissions from industry, business, community groups and local community members. A summary of the feedback received, along with amendments made to the PLUP have been outlined in the Submissions Report which can be accessed here.


What Happens Next?

Following the finalisation of the PLUP, EDQ has commenced works necessary to begin dredging and to restore the site into a thriving tourism, commercial and residential precinct.
