Part of the Land Activation Program (SEQ Tranche 1) Provisional Priority Development Area (PPDA), the Turbot Street Precinct will be transformed into a mixed-use area that delivers new homes, job opportunities and services that support a vibrant and economically strong city.
The final outcome will be guided by a Provisional Land Use Plan over a three-year period.
What is the draft Provisional Land Use Plan (PLUP?)
The draft PLUP sets out the proposed planning framework for the PPDA, including:
- the overall vision
- development criteria that apply across the PPDA
- precinct‑specific planning outcomes
- assessment and infrastructure requirements.
Precinct planning considerations include:
Gateway role
- The precinct functions as a key western approach to the Brisbane CBD.
- Development must reinforce Turbot Street’s gateway and civic character.
High‑density urban environment
- Supports high‑density, mixed‑use development appropriate to a CBD‑edge location.
- Efficient site planning is critical due to constrained urban conditions.
Heritage and parkland interfaces
- Strong response required to:
- Wickham Park
- King Edward Park
- Brisbane Dental Hospital and College.
- Building form must respect heritage values and minimise visual dominance.
Built form controls
- Podium‑and‑tower typologies are expected to:
- achieve a human‑scale street environment
- manage overshadowing
- reduce building bulk.
Transport infrastructure constraints
- Development must not adversely impact sub‑surface or adjoining transport infrastructure.
- Engineering and technical validation is required.

The publication notification period runs from June 1 to June 19 and all submissions will be reviewed and considered as part of the finalisation process.

What Happens Next?
