The Weinam Creek Priority Development Area (PDA) was declared on 21 June 2013 to support the coordinated redevelopment of a strategically important transport and activity hub at Weinam Creek. The PDA aims to reinforce the area’s role as a key gateway to the Southern Moreton Bay Islands.

The PDA enables the Queensland Government, through Economic Development Queensland (EDQ), to plan and deliver precinct-wide outcomes in a coordinated and timely way – particularly where infrastructure delivery and long-term staging require a whole-of-precinct approach.

Under the Economic Development Act 2012, the PDA planning process generally includes:

• declaring the PDA
• preparing an Interim Land Use Plan (ILUP)
• preparing a PDA development scheme and Development Charges and Offset Plan (DCOP), which includes public consultation
• approval of the PDA development scheme

The Weinam Creek PDA Development Scheme was approved on 29 May 2014.

A PDA Development Scheme is the statutory planning document that controls land use, infrastructure planning and development within a PDA after the Interim Land Use Plan has expired.

It provides certainty to developers, local government, state agencies and the wider community about the type and form of development that can occur in the PDA.

It also sets out the processes and assessment criteria for development applications and overrides local government planning instruments to the extent of any inconsistency within the PDA area.

Environmental protection within the Weinam Creek PDA is addressed through:

• The PDA Development Scheme, which requires development to respond to environmental values.
• Assessment of development applications against relevant state and local environmental legislation.
• Consideration of coastal, marine and waterfront environments given the site’s location.

The PDA framework ensures development demonstrates how environmental impacts are avoided, minimised or appropriately managed, including in relation to coastal processes, open space and public access to the waterfront. Specific mitigation measures (for example, vegetation retention and water quality outcomes) are assessed at the development application stage.

Yes, EDQ is acquiring a site from Redlands Investment Corporation (RIC) to deliver additional carparking for the residents of Redland City and surrounding islands. The acquisition will enable EDQ to fast-track the delivery of carparking, with work well advanced to finalise the carpark’s design, planning approval and construction contracting.
