The Woolloongabba Priority Development Area

The Woolloongabba Priority Development Area (PDA) was declared on 22 September 2023, with the amended Development Scheme officially coming into effect on 10 October 2025.

Spanning approximately 106 hectares, the Woolloongabba PDA includes parts of Woolloongabba, Kangaroo Point, East Brisbane, and South Brisbane. (see Woolloongabba PDA Boundary Map).

By declaring this area as a PDA, Economic Development Queensland (EDQ) has introduced streamlined planning and assessment processes to help deliver more homes for Queenslanders, faster.

Development Scheme

The Woolloongabba PDA Development Scheme is a comprehensive plan that sets the foundation for the area’s long-term growth. Recently approved by the Queensland Government, this plan will help accelerate the delivery of over 16,000 homes, providing housing for up to 24,000 Queenslanders.

By cutting red tape and reducing unnecessary costs, the amended Development Scheme supports both industry and homeowners, ensuring the Woolloongabba PDA grows in a way that benefits everyone.

Development Charges and Offset Plan (DCOP)

To ensure the Woolloongabba PDA is ready for growth, the supporting Development Charges and Offset Plan (DCOP) establishes the approach to funding critical infrastructure upgrades required to support the Woolloongabba PDA’s growth.

The DCOP outlines:

  • Infrastructure Upgrades: Critical improvements to water and sewer networks, transport systems, and community facilities to meet the needs of the growing population.
  • Timing and Cost: A clear schedule and cost framework to ensure infrastructure is delivered when and where it’s needed.

Community Engagement

Community input has been a vital part of shaping the Woolloongabba PDA Development Scheme. The proposed Development Scheme amendment was publicly notified from 7 to 29 August 2025, during which EDQ received 145 submissions from industry, businesses, residents and community members.
