Northshore Hamilton is the name for the 304 hectare Priority Development Area (PDA) being transformed into a vibrant mixed-use precinct. Economic Development Queensland is the planning authority of all 304 hectares and owns approximately 60 hectares of land in the Northshore Hamilton project area.

A Development Scheme is a regulatory document comprising a land use plan, an infrastructure plan and an implementation plan for a location the Queensland Government has declared a Priority Development Area. A Development Scheme:

• establishes the PDA vision and sets the planning policy against which future development applications are assessed
• provides a framework to coordinate infrastructure delivery to enable desired development outcomes

The Development Scheme was updated to reflect the feedback of the community, industry and Government. Specifically, the amendments aimed to:

• Align with the outcomes of the Queensland Government’s 100-Day 2032 Olympic and Paralympic Infrastructure Review, including the removal of references to the proposed Athletes Village within Northshore;
• Respond to feedback from State Government agencies to ensure land use planning supports essential infrastructure such as schools and community facilities; and
• Incorporate feedback from industry to remove red tape and reduce regulatory barriers that add to the cost of building new homes.

These updates will bring forward land and housing supply ensuring Northshore Hamilton PDA grows in a way that benefits the existing and future community.

The Queensland Government has approved the amended Development Scheme, which came into effect on 21 November 2025.

This Development Scheme provides a clear performance-based framework for industry to deliver homes for Queenslanders over the next 10 + years, supporting the growth and liveability of Northshore Hamilton.

In addition to housing, the Development Scheme enables the delivery of key infrastructure projects, including a new school, community facilities, parks and the EDQ street renewal program.

Economic Development Queensland (EDQ) assesses development applications for this PDA. All development applications are assessed against the Northshore Hamilton PDA Development Scheme.

The proposed Development Scheme Amendment was publicly notified for 31 business days, from 7 August to 19 September.

During this time, EDQ hosted three community drop-in sessions at The Shed in August, which were attended by 76 community members and stakeholders. You can read the Community Outcomes brochure to learn more about what was discussed.

EDQ received 76 submissions from industry representatives, businesses, residents, and community members regarding the proposed Development Scheme Amendment. These submissions were carefully reviewed and considered by the Minister for Economic Development Queensland (MEDQ) to ensure the final plans balance the needs and aspirations of all stakeholders.

EDQ’s priority is to fast-track homes by delivering supporting infrastructure in the Northshore Hamilton PDA.

Street renewal upgrades and new roads within the precinct are currently being delivered. The next stage of work will prepare the western end of the precinct (adjacent to Portside Wharf) for six new development lots planned for mixed-use residential development in accordance with the Northshore Hamilton PDA Development Scheme. These upgrades will ensure that the road network continues to operate smoothly as the PDA grows and develops.

The Queensland Government is releasing five development sites to boost local land supply and respond to Queensland’s housing shortfall.

Northshore Hamilton will deliver new homes, parklands and community spaces to create a vibrant precinct and enable more Queenslanders to have a place to call home.

EDQ is releasing five development sites within the Northshore Hamilton Priority Development Area (PDA), totalling 6 hectares along MacArthur Avenue.

Infrastructure works are underway. Sites will be created and ready for development in 2028, with the adjoining riverfront parklands expected to commence construction by 2029.

The opportunity is open to qualified industry proponents with experience in delivering large-scale mixed-use developments.

The market process runs for eight weeks. Proposals must be submitted by 4pm, 16 April 2026.

EDQ will evaluate proposals based on alignment with the PDA Development Scheme, integration with the precinct, timely delivery and maximising development potential.

Car parking within the Northshore Hamilton precinct is managed by different organisations depending on the location.

Visitor parking for residential apartments is provided within designated visitor bays at each apartment building and managed by the relevant building body corporate.

Economic Development Queensland manages parking on EDQ-owned land. These car parks are provided to support tenants and visitors to precinct activations, including Eat Street, Superordinary and Flipside Circus. Parking must be used in accordance with the terms and conditions displayed on entry. Overnight parking is not permitted, and vehicles left overnight may be towed.

All activations in the precinct must obtain development approval before operating. As part of this process, traffic generation and parking demand are assessed. Each activation is required to implement an approved traffic management plan that manages visitor access, parking arrangements and traffic flow during operating hours. EDQ continues to monitor the local traffic network to ensure these plans are implemented effectively.

Concerns about illegal or problematic parking on public roads, such as vehicles parked in restricted areas, abandoned vehicles or parking that obstructs traffic, should be reported to Brisbane City Council, which regulates on-street parking across Brisbane. For concerns related to parking within EDQ-managed car parks at Northshore Hamilton, these areas are monitored in accordance with the parking terms and conditions displayed on entry. Vehicles that do not comply with these conditions, including those left overnight, may be subject to enforcement action.

Future development at Northshore Hamilton will include a mix of residential towers, retail, cultural and community uses, in line with the approved Northshore Hamilton PDA Development Scheme.

Development across the precinct is planned to create a vibrant riverside destination while also delivering significant public spaces. This includes landscaped streetscapes and a continuous foreshore parkland along the Brisbane River.

All future development proposals must be assessed through the development application process and comply with the requirements of the Development Scheme.

Development within the Northshore Hamilton Priority Development Area (PDA) is guided by the Northshore Hamilton PDA Development Scheme, which regulates planning and development across the precinct.

Preferred building heights are identified within the Development Scheme. When assessing development proposals, EDQ considers multiple factors, including built-form outcomes, impacts on surrounding buildings (such as sunlight, overshadowing, privacy, and wind movement), reverse amenity impacts (including noise, air quality, and odour), and operational airspace requirements.

Short-term accommodation within the Northshore Hamilton PDA may require approval.

Under the Northshore Hamilton PDA Development Scheme, short-term accommodation proposed within an existing building requires development approval from EDQ. Further details are provided in Tables 2.1 and 2.2 of the Development Scheme.

The proposed Brisbane City Council Short Stay Accommodation Local Law will also apply in the precinct. From 1 July 2026, a Local Law Permit will be required for short stays of less than 90 days in a house or apartment.

This includes a full-line supermarket within the main activity centre on MacArthur Avenue, as well as convenience retail and food outlets at the eastern activity centre near Northshore Riverside Park. These future retail areas will complement the existing retail and dining options at Portside Wharf.

The timing for new grocery stores and food outlets will depend on several factors, including development staging, population growth in the precinct, land availability and market demand, and will ultimately be determined by developers and retail operators.

Extending the riverfront connection through the Northshore Hamilton precinct is part of future planning for the area, as outlined in the Northshore Hamilton PDA Development Scheme.

EDQ is currently reviewing precinct priorities in line with the recent update to the Development Scheme. Timing and staging of future riverwalk connections will be confirmed once planning is finalised, and updates will be shared with the community as planning progresses.

Northshore Hamilton currently provides dog-friendly spaces, including a large dog park at Hercules Park and a temporary area at Wharf Street Temporary Park.

As the precinct continues to develop, additional community facilities, such as dog parks, will be considered as part of upcoming parklands planning. This planning process will explore the types of recreational spaces needed to support the growing community.

Planning for future parklands is expected to begin in mid-to-late 2026, and the community will be invited to provide feedback to help inform the design and priorities for these spaces.
