About Northshore Hamilton

The Northshore Hamilton Priority Development Area (PDA) was declared on 27 March 2008. The current Northshore Hamilton PDA Development Scheme, amended on 21 November 2025, assists EDQ as both significant landowner and planning authority with delivering, promoting, coordinating and planning development across the PDA.

Northshore Hamilton is the largest waterfront urban renewal project in Queensland and plays a defining role in shaping the future of Brisbane.

Over the next decade, this 304-hectare precinct will transform into a vibrant riverside precinct which stretches 2.5 kilometres along the Brisbane River.

EDQ is unlocking five landmark development opportunities within the Northshore Hamilton precinct, to boost local land supply and ensure that more Queenslanders have a place to call home.

What’s Happening?

Economic Development Queensland (EDQ) has released five development opportunities at 60–102 MacArthur Avenue, Hamilton, totalling 6 hectares. The sites offer a rare development opportunity along Brisbane’s river edge, within the thriving Northshore Hamilton mixed-use destination.

Why Northshore Hamilton?

  • Location: 6km from Brisbane CBD, 8km from Brisbane Airport with 2.5km of river frontage.
  • Scale: A vibrant 304-hectare precinct for 24,500 residents and 14,000+ homes.
  • Certainty: Government-backed PDA with fast-tracked approvals and coordinated infrastructure.

The Opportunity

The river and park (future) front sites offer panoramic city views and proximity to Portside Wharf. EDQ is delivering enabling infrastructure for the sites by early to mid 2028, with riverfront parklands to follow in 2029.

The Northshore Hamilton PDA Development Scheme is a comprehensive plan that sets the foundation for the PDA to deliver the right infrastructure and more homes for Queenslanders. Recently approved by the Queensland Government this plan will enable 10,000 homes to be delivered quicker and make Northshore Hamilton a vibrant riverside community.

By cutting red tape and reducing unnecessary costs, the amended Development Scheme supports both industry and homeowners, ensuring the Northshore Hamilton PDA grows in a way that benefits everyone.

Wharf Street Temporary Park

EDQ has provided the Wharf Street temporary park for residents, providing a separate dog area and children’s playground; please refer to the terms and conditions for its use.

Northshore Hamilton Street Renewal Program

EDQ’s priority is to fast-track homes by delivering supporting infrastructure in the Northshore Hamilton Priority Development Area (PDA). The Street Renewal Program (SRP) works will allow for the delivery of key infrastructure to provide development-ready lots within the precinct.

Current works
Construction works are underway at the western end of the precinct, adjacent to Portside Wharf, to prepare six new development lots for mixed-use residential development in accordance with the Northshore Hamilton PDA Development Scheme.

In addition, preparatory work is underway ahead of the MacArthur Avenue upgrade. These activities include:

- Removing ageing, dilapidated and unused wharf structures to enable the delivery of new riverside infrastructure.

- Creating a temporary connection through to Bincote Street to allow for a detour for tenants and their patrons during the upgrade works.

- Using a small section of the Wharf Street temporary park to facilitate construction, while the temporary park remains open, fenced, and operating under current terms and conditions.

Construction of The Yard, a temporary car park located on the corner of MacArthur Avenue and Theodore Street, has been completed.

These works are being undertaken in line with regulatory environmental approvals and will support the planned upgrade of the western end of MacArthur Avenue.

Future works
The upgrade works on MacArthur Avenue between Finnegan Street and Theodore Street are expected to commence in mid-2026. These works will involve elevating the road to a height that ensures flood resilience through the precinct.

A traffic diversion will be required at the western section of MacArthur Avenue, with a temporary road to be established to maintain direct local access for eastern residents and tenancies. Further information on the future closure will be provided in upcoming updates.

Between 7 August and 19 September, EDQ engaged with the community to gather feedback on proposed amendments to the Northshore Hamilton PDA Development Scheme. This consultation generated significant interest, with 76 submissions received from industry, businesses, residents and community members.
